Job Description

Key Responsibilities

  • Serve as the company's subject matter authority on affordable housing, supportive housing, and homeless placement processes.

  • Advise on program rules, regulatory compliance, and interagency referral procedures to ensure system accuracy.

  • Translate housing program workflows into business requirements and user stories for the IT team.

  • Partner with project managers, business analysts, and developers to validate functional design and implementation.

  • Provide expertise on tenant eligibility, unit assignment, referral prioritization, leasing workflows, and re-rental processes.

  • Ensure housing policy and programmatic nuances are represented correctly in system integrations with external partners (e.g., HRA, DHS, Housing Connect).

  • Review test cases, system prototypes, and final deliverables to confirm alignment with housing program needs.

  • Act as liaison with the company's program staff and external agency stakeholders to support smooth adoption of the system.

Qualifications

  • Extensive knowledge of NYC affordable housing and supportive housing programs, including referral and placement processes.

  • Minimum of 5–7 years’ experience in housing policy, homeless services, or affordable housing program administration.

  • Demonstrated experience working with case management or housing placement systems is preferred.

  • Strong ability to interpret and apply regulatory requirements in operational and technical contexts.

  • Excellent communication skills to collaborate with program staff, IT teams, and external partners.

  • Prior experience advising on business requirements for technology projects in a government or non-profit setting a plus.
